It has come to light that Apple plans to develop a mechanism allowing content copied on an iPhone to be pasted onto a Windows PC, and vice versa, as part of its response to an interoperability request under the EU's Digital Markets Act (DMA). MacRumors reports that Apple presented a project plan in response to a feature requested by Microsoft.
As of now, this feature is not yet available. Apple has described it as a major engineering effort and expects development to be completed by fall 2027. The plan calls for testing in a developer beta first, followed by a public release, but no confirmed public release date or supported OS versions have been announced.
The origin point is a request filed under the EU's Digital Markets Act (DMA). It's necessary to separate what will change for the iPhone-Windows combination from what can already be inferred from existing integration features.
An iPhone-Windows pasteboard, linked with one-time consent
According to Apple's response as confirmed by MacRumors, the planned solution would allow an iPhone to share or ingest pasteboard content with a paired accessory. Here, "accessory" is presumed to refer to the counterpart on the Windows PC side, and users would apparently only need to give consent once per accessory.
Microsoft's request called for an integration in which the iPhone's clipboard would be continuously transferred to a connected device, without needing to bring an app to the foreground or take explicit action each time something is copied. Apple's plan is also said to require the adoption of AccessorySetupKit. This proposal includes an OS-side permission design for passing the iPhone's pasteboard to a paired device, but it does not clarify the implementation approach on the Windows side.
However, the types of content that will be supported have not been disclosed. Nor is it clear which software would serve as the receiving end on Windows, or whether Phone Link would take on that role. This is not yet at a stage where it can be treated as a usable feature.
The gap between sharing among Apple devices and Windows integration
Apple's Universal Clipboard is a feature that lets users copy and paste content—ranging from text to video—between Apple devices signed in with the same Apple Account. It supports Apple devices from the Mac to the Apple Vision Pro. The devices must also be near each other, with Bluetooth, Wi-Fi, and Handoff enabled. Windows PCs are not included among the supported devices.
Meanwhile, Microsoft's Phone Link allows iPhone calls, messages, notifications, and more to be linked to Windows. However, the cross-device copy-and-paste functionality that Microsoft officially describes is for Android devices, and it covers text and images. Images larger than 1MB are resized, but this constraint cannot be directly applied to the planned iPhone feature.
Currently, the two companies' features are divided: on Apple's side, proximity-based sharing among its own devices; on Microsoft's side, Bluetooth integration with iPhone and clipboard syncing for Android. If this new plan proceeds to implementation, it would add a new pathway connecting the iPhone's OS-level pasteboard with Windows.
A design for permissions and protection to hand off copied content
The plan, which Apple expects will take time to complete development, will require a permission design for handling copied content. Universal Clipboard also operates based on conditions such as Apple Account sign-in, device proximity, and Bluetooth, Wi-Fi, and Handoff. To create a similar experience between iPhone and Windows, the OS will need to handle both the identification of the paired counterpart and the conditions under which data is handed off.
For the EU, Apple has prepared a framework called Accessory Notifications, which handles notification forwarding to accessories under a permission-based system. When conditions regarding the applicable Apple Account and region are met, data is sent to the accessory through an encrypted extension mechanism. This is documentation for notification forwarding, and it does not finalize the specifications for the clipboard-sharing feature discussed here.
Even so, it shows that when Apple opens up interoperability, it designs consent per connected destination separately from protection of the data pathway. Whether this plan will include content beyond text, and how long copied content will be retained, will have to wait for developer documentation released alongside the beta.
A plan that began with an EU application process
Apple's EU interoperability framework is an application-based process for EU developers seeking interoperability with features built into iOS and iPadOS. Article 6(7) of the DMA requires that features accessed or controlled through a gatekeeper's OS be made available to third parties for interoperability, free of charge and effectively. At the same time, it permits measures that are necessary and proportionate to protect the integrity of the OS.
Apple's process proceeds in three stages: Phase I, which determines eligibility; Phase II, which creates a project plan; and Phase III, which develops and releases the solution. The expected development timeframes are 6 months for minor cases, 12 months for medium cases, and 18 months for major cases, with delivery through a subsequent iOS or iPadOS update. As a general rule, the target is release within 24 months of the application.
According to MacRumors, Microsoft filed its request in March 2026, and Apple presented the project plan on June 26 of that year. This plan originated from the EU's framework, and at this point it is not a product announcement promising worldwide availability. MacRumors notes that expansion outside the EU remains a possibility, but the regions where it will be offered have not been confirmed.
What Windows+iPhone users should watch for
For people who use both an iPhone and a Windows PC, whether copying and pasting can proceed seamlessly across the device boundary has a direct impact on daily work. However, at this stage, all that is known is that Apple has presented a plan to move forward with development—the actual user experience, the data types supported, and the Windows-side implementation have not been disclosed.
Fall 2027 is the expected completion date for development, not a shipping date or a public release date. When the developer beta will begin, which iOS version and Windows implementation will be required, and whether it will become available outside the EU—only once these conditions are clear can the iPhone-Windows copy feature be evaluated as a practical capability.
