Jon Seager, who leads Ubuntu development at Canonical, has indicated that the number of Ubuntu users on Windows Subsystem for Linux (WSL) will overtake native Ubuntu users "in the coming months." This is a prediction that the practice of adding a Linux environment to Windows will surpass the traditional approach of installing Ubuntu directly on a PC. However, this is not a story about Windows and Linux market share reversing. Rather, the center of gravity for where Ubuntu is used is shifting inside Windows itself.

A "Within Months" Prediction Without Hard Numbers

The remarks first appeared in an interview with Seager published by The Pragmatic Engineer on April 28, 2026. He explained that over the past year, the number of WSL users grew significantly faster than the number of native Ubuntu Desktop users. Based on this, he predicted that Ubuntu WSL users would overtake native Ubuntu users within a few months.

However, Canonical has not disclosed either the number of users being compared or the growth rates. It's also unclear how "users" are counted, or how multiple WSL instances created by a single person are handled. The original statement did not specify a fixed deadline such as "by the end of 2026," nor did it limit the scope to Windows 11 alone. What is certain is only that Canonical judges WSL-side growth to be stronger than the native side, and anticipates a reversal in the near term.

Distinguishing between prediction and measured fact is essential here. Ubuntu 26.04 LTS introduced Ubuntu Insights, which sends anonymous system information, to WSL as well, but collection is opt-in, and Canonical states it cannot be used to track individuals or machines. This mechanism alone cannot reproduce the comparative figures cited above.

How Default Ubuntu Status Lowered the Barrier to Adoption

Under Microsoft's current setup process, running wsl --install from an administrator PowerShell prompt installs Ubuntu by default. This design channels users who don't explicitly specify a different distribution toward Ubuntu. The coverage isn't limited to Windows 11 either—it also extends to Windows 10 version 2004 and later.

WSL 2 runs an actual Linux kernel inside a lightweight virtual machine. Beyond Linux commands and package management, it also lets users run GUI applications and GPU-based computing workloads from Windows. There's no need for dual-boot setups that require restarting the PC to switch OSes—developers can keep their Windows business applications while placing a Linux-oriented toolchain on the same machine.

Seager explained that he has heard from developers who, after being issued a Windows machine by their employer, later found they needed Linux for AI or machine learning work. The ability to add a Linux environment without giving up Windows is what drives WSL adoption. And since Ubuntu is the default choice during setup, when corporate device policy collides with Linux-dependent development environments, Ubuntu WSL becomes the shortest workaround.

From Individual Use to Enterprise Distribution

In February 2025, Canonical added support for a tar-based distribution format of Ubuntu for WSL. This allows administrators to distribute images from internal network shares without going through the Microsoft Store. Images can be customized for business use, and initial setup can be automated via cloud-init. What was once an environment individuals added manually has expanded into a development foundation that enterprises can control and distribute.

In December of the same year, Ubuntu Pro for WSL reached general availability. According to Canonical, it can be deployed via Microsoft Intune or Active Directory group policies. Meanwhile, WSL management features through Landscape were still in beta at the time general availability was announced. Since then, the release notes for Ubuntu 26.04 LTS explain that a dedicated app now automates the application of Ubuntu Pro and registration with Landscape. As pathways for security updates and management mature, IT departments find it easier to permit Ubuntu while maintaining control over Windows endpoints.

Microsoft, too, has been positioning WSL at the core of the Windows development environment. In May 2025, it open-sourced WSL, and by June 2026 revealed that the community was submitting over 200 pull requests per month. At the same Build 2026 event, Microsoft also announced WSL Containers—a CLI and API for creating and running Linux containers on Windows. As distribution and management on the Ubuntu side and development features on the Windows side both deepen simultaneously, enterprises find it easier to adopt WSL as a standard working environment.

What the Reversal Changes—and What It Doesn't

Even if Ubuntu on WSL overtakes the native version, this doesn't necessarily mean Linux desktop adoption has declined. The comparison is between two usage patterns within Ubuntu itself; it doesn't include other Linux distributions or Windows as a whole in its population. Since WSL retains Windows as the host OS, the user experience differs from native Ubuntu Desktop as well.

Still, the meaning of counting a developer-oriented OS solely by "the foundation on which a PC boots" is fading. If Ubuntu handles development, AI, and container workloads within enterprise-managed Windows endpoints, WSL could become not a peripheral porting target for Canonical, but its largest point of contact with the desktop. The next thing to verify is clear: whether Canonical can show the actual user counts for WSL and native versions, its method for removing overlap, and the timing of when the reversal occurred.
