The U.S. Department of Defense (now the Department of War) announced on August 31, 2026, that it has formally deployed OpenAI's "ChatGPT Mil" and "Grok for Government," provided by Starshield AI, on GenAI.mil, the generative AI platform used by all branches of the military and civilian personnel. This move ends the exclusive reliance on Google Gemini that had persisted since the platform's launch in December 2025, shifting toward a multi-model system in which several frontier models operate side by side within the same environment. Breaking Free of Single-Vendor Dependence Toward a Multi-Model System
GenAI.mil is a dedicated generative AI platform designed for roughly 3 million people across the U.S. military, including active-duty personnel and civilian employees. Since its initial launch in December 2025, the Department of Defense had offered only Google's government-focused Gemini. Into this single-vendor environment, OpenAI's ChatGPT Mil and Grok for Government—provided by Starshield AI, the national security division of SpaceX—were simultaneously added as of August 31, 2026.
The drive behind this multi-model rollout came from the Department of Defense's Chief Digital and Artificial Intelligence Office (CDAO). A central tenet of CDAO's AI acceleration strategy is avoiding technical lock-in to any single AI vendor. If an organization's entire operations depend on one foundation model, it loses both pricing leverage and redundancy in the event of outages. The aim is to place multiple competing models on the same platform, allowing personnel to choose the model best suited to a given task based on each model's strengths.
The pace at which the user base expanded also pushed the addition of new models. Registered users of GenAI.mil surpassed 1.7 million roughly eight months after launch—a scale representing more than half of the department's 3 million total personnel accessing the platform on a routine basis. This growth exposed a diverse range of operational needs that a single model's processing capacity and functional characteristics could no longer fully satisfy.
The IL5 Certification That Defines the Boundaries of Practical Use
Both newly deployed models have completed certification under "Impact Level 5" (IL5), the Department of Defense's cloud security standard. IL5 is the certification tier required for handling "Controlled Unclassified Information" (CUI)—data that is not classified but is nonetheless subject to strict protection requirements under law or for national security reasons.
Both tools run in a dedicated, secure government cloud environment that is physically and logically isolated from the commercial, publicly available versions. Prompts and internal documents entered by military personnel are never leaked externally, and they are also blocked from being used to train the AI companies' next-generation models.
Within this secure boundary, the two models have been assigned clearly distinct roles. OpenAI's ChatGPT Mil handles general administrative work, logistical support, and planning assistance—including document summarization and drafting, management of various file types such as PDFs and presentation materials, project management, and the construction of "Custom GPTs" tailored to the routine tasks of specific units or departments.
Grok for Government, provided by Starshield AI, instead focuses on more hands-on research and analysis tasks. It offers deep-thinking reasoning along with three reasoning modes—"Auto," "Fast," and "Expert"—as well as a playbook feature that codifies organizational knowledge. The Department of Defense specifically cited procurement market research and supply chain analysis as use cases for Grok, noting that its ability to select analytical precision according to reasoning load is valued when cross-referencing vast volumes of contracts and procurement records.
Still, GenAI.mil's scope of application carries clear limits. It can only handle unclassified CUI, and has no involvement whatsoever with operational data on classified networks such as SIPRNet or JWICS, nor with the direct control of autonomous weapons systems.
A Clash Over Safety Principles and the Fallout From Excluding Anthropic
While GenAI.mil now brings together Google, OpenAI, and xAI—all leading U.S. AI companies—Claude, made by Anthropic, one of the major players, is still absent from the platform. Behind this absence lies a deep-rooted conflict between the tech company and the Department of Defense over military use of AI.
The dispute began in the fall of 2025, during negotiations over integrating Claude into GenAI.mil, when the Department of Defense demanded unrestricted use for "any lawful purpose." Anthropic refused, standing firm on the ethical principles set out in its usage policy, which prohibit repurposing the model for autonomous lethal weapons and bar its involvement in indiscriminate mass domestic surveillance.
After negotiations broke down, the Trump administration and Secretary of War Pete Hegseth retaliated by designating Anthropic a "national security supply chain risk," effectively barring the company from government procurement.
However, this exclusion was subsequently overturned by the courts. On August 27, 2026, Judge Rita Lin of the U.S. District Court for the Northern District of California ruled that the Department of Defense's designation was unlawful. The ruling found that the government had failed to present any evidence of specific vulnerabilities or backdoors in Anthropic's products, and concluded that the designation constituted unlawful retaliation aimed at silencing the company's public criticism of security policy—violating both the First Amendment and the Fifth Amendment's guarantee of due process.

As OpenAI and Starshield, which complied with the military's demand for unrestricted use, solidify their footing in government contracts, a distortion in military AI procurement has come into view: a company that tried to uphold safety norms has been shut out of practical deployment.
The Rhetoric of "Battle Rhythm" Versus the Reality of Everyday Operations
Since taking office, Secretary Hegseth has called AI the military's "pinnacle force-multiplying tool" and has directed the entire force to embed AI into its daily "battle rhythm." The underlying logic is that when soldiers and commanders in the field routinely use AI as a tool for everyday decision-making, it translates into a decision-making edge in future warfare.
Yet there remains a considerable gap between the bold rhetoric of "battle rhythm" emphasized by military leadership and the work GenAI.mil actually performs on the ground. What the current system is processing is the vast bureaucratic administrative workload of cross-checking procurement regulations, planning the movement of supplies, and drafting personnel notices.
This gap does not diminish the value of the effort. In an enormous military organization with millions of personnel, speeding up the administrative processing of procurement and logistics directly supports the supply infrastructure that keeps frontline units moving. Rather than flashy debates over battlefield AI, deploying cutting-edge models to verify contract documents and resolve supply chain bottlenecks delivers more certain organizational efficiency gains in the near term.
The next test will be how the more than 1.7 million users choose among the different models and how much labor savings they can demonstrate in the real-world work of procurement and logistics. CDAO has indicated it will examine usage records by unit and cost-effectiveness by model going forward, using the findings as a basis for further feature expansion or model changes. And after the legal battle over the exclusion, what compromise will emerge between the Department of Defense's demand for "unrestricted use" and the safety norms upheld by private-sector models? The rollout of military AI is being tested not on the battlefield first, but in the operational details of institutions and contracts.
