The Tenant External Recipient Rate Limit (TERRL) is a security mechanism that controls the aggregate volume of outbound email sent to external recipients from all mailboxes within a specific Microsoft 365 tenant. Unlike per-mailbox limits, this threshold scales based on the number of licensed users in the tenant, designed to protect the service's reputation and prevent large-scale spam campaigns.
